Our story
CFL Infrastructure, founded in 2023 by three brothers, is a UK-based civil engineering consultancy delivering surveys, design, and project management across telecoms, rail, aviation, and commercial construction sectors.
Our team combines technical expertise with a strong family ethos, ensuring every project is delivered with precision, innovation, and collaboration. Finn McGowan, MEng CEng MICE
Director
Finn is a Chartered Civil Engineer with 10 years’ experience delivering complex civil engineering projects in and around London. Having worked for both public and private sector clients, he has a wealth of experience working on projects ranging in value from £10m to £350m. He brings together effective communication and his engineering expertise to offer clients a service that ensures it will exceed expectations.
Liam McGowan, BSc AMIMechE
Director
Liam has a mechanical engineering background and has previously worked on the installation of telecoms infrastructure in both rural and urban networks. He combines rigorous engineering standards with practical project-management skill – ensuring work is completed safely, on time and within budget.

Henry brings a wealth of expertise, built through working in and leading teams to deliver complex, high value commercial projects over a number of years. Henry has experience of running corporate business and strategic planning processes, strategy development, large contract procurements/negotiations/management as well as detailed knowledge of public sector functions and UK transport (particularly pertaining to UK rail).
